I have no idea if the driving force is 'demonic' or simply insane...the machinations of people who fear loss of power, who will do anything, driven as they are by such intense fear, (probably based on unmet infant needs) to ensure they have in place rules and regulations that will make them feel secure, e.g. the Bank of International Settlements as the top example of that mentality. Then there are the Eugenicists, those whose upbringings have brainwashed their minds into believing they are superior and being so, have to control the 'herds of people' as one does herds of animals to ones own satisfaction...some British and other 'upper classes' think this way, but don't feel they are evil...''that's just the way it is''.
There are the psychopaths, so terribly damaged they have no empathy for any one...simply ''business as usual''. ''Nothing personal'. Lastly there are the largest number, those who fear and obey all the rules and commands.
If each one of us who desire a change from the dystopian direction in which we appear to be headed, does not make the effort to 'know oneself', and make the changes within that will lead to a desired outward expression, the world will carry on as it is, with us sitting vainly hoping for a saviour. There is work to be done.
